Collecting syndrome

Public Collections cannot collect everything but they can and should collect DATA and Rhizomically interface with 'collectors'. Importantly, there are collectors gathering all manner of 'data' and while a public collection might not be able to 'own the data' they have a responsibility to share and publish it collaboratively and cooperatively.
